Ministries of Health Malaysia assessing aspects of service delivery, organisation & financing

MOH is working with local universities and global experts from Harvard University to comprehensively assess our health system in the aspects of service delivery, organisation and financing of health such as exploring additional sources of public financing including pre-payment method. 



my comment:

Probably we need to look this from different view and current emerging trend to finance health program. Social impact bond and #crowdsourcing is good example. Unbunding certain program like immunization, #opendata platform (R&D) + MyHDW, reach out program for public health & safety; related with social impact will definitely help and give some breathing space. [1] Infact, Khazanah Nasional plan for 1st social impact sukuk (RM1 billion ) focusing on education [2]; you may need to meet with them in order to better understand on how the mechanism work.

You may also look at MCMC structure their contribution fund called Universal Service Provision (USP) to help boost #Malaysia telecommunication sector; 6% of net revenue. [3] My estimate this can be derived from medical tourism revenue (2013: RM40,980,000) and grow to (est by 2020: RM576 million) [4].

With the development of MyHDW and open digital technology roadmap (maybe very near future) - MOH should look into utilization and monetization of Healthcare Data (completely anonymous and comply with PDPA) [5][6][7]. Great showcase other than what is already MOH have - probably invitation to Google DeepMind to process #MyHDW! [19]

Before I forget, ↑ tobacco (cigarette + process tobacco) tax (gradual increase every 3 - 6 month till 70% rate from current) & introduce #sodatax - long overdue..! [8][9][14][20]

Policy changes like remove trans fat from Malaysia market and sugar labeling (tsp & amount: "entire package") also will improve our health climate in fighting heart disease and obesity. [10] [11]

Improving municipal code on health policy through '#treenomics' by saving lives, reducing respiratory problems & increase land value. [12][13]

To reduce friction on pre-payment mode especially for foreign workers and PATI, you might consider mobile payment via (credit share) sms. This will help on traceability and situation when short of cash. [15]

Significant improvement to EQA1974 to be on par with US & EU in air, water and soil pollution. [16][17][18]

finally, time to pull some string at MOF so Khazanah Nasional put real money in biotechnology companies in drug discovery, medical device (including diagnostic) and etc so Malaysian can benefit in term of health - can access to new drug with a bargain & new quality job opportunities.
